I don't think you're looking at this in the right way: they want to be
able to get in touch with parents - why are they making that more
difficult for themselves?

It also leads to situations as it did with me where they end up having to
phone Jim to ask him to phone me so that I can phone them (didn't any of
them have a mobile?). As I was doing them a favour this didn't impress me
a great deal to be honest, especially as their phone was continually
engaged when I tried phoning them back.

As for not wanting to use a presentation number it is possible (as
Cambridgeshire police do for example) to not present a number, which isn't
the same as withholding it. Those calls do get through if you've got ACR.
I'm not sure what hoops you have to jump through to get that set up but BT
clearly offer it.
