I don't think Paul can blame them for that one - it's been Paul's  
decision to block their call, by using ACR.

I don't know.  It's fairly common practice for switchboards like that  
to not give out a number.  My workplace doesn't do it either, because  
(a) they don't want to give out the internal direct dialling numbers,  
and (b) don't want people at the other end to call the switchboard  
when returning, say, an unanswered call.  Policy (a) I understand,  
Policy (b) I think is a bit silly, but it's not uncommon.
