I found that link best for summarising the idea, rather than just discussing
what a particular Council is doing.
One document there says: "Ideally, the area should be relatively small
(20-40 properties) and easily defined by its boundary", and the support of
all the residents involved is emphasised. I that sense, the whole of Milton
seems a bit large to cope with.
I get the impression that the idea is to discourage the rogue callers, to
make them think that the residents won't be taken in, rather than there
being a penalty over the normal law if they still call within the area.
I've seen such a zone (in Cranfield, Beds.) - I suppose what I noticed was
the 'street clutter' of the signs proclaiming the zone. And initially,
surprise that there could be such a thing. Even "Is this a joke?".
That wasn't meant to be discouraging (despite sounding it!). Just things
that would be bound to come up. I'd be all in favour if it was made to work.
