[milton-chat] Cold calling zone (was: Energy salesmen?)

I would agree wholeheartedly for doorstep traders.
A couple of queries..
What would be the position for local charity collectors, like the
Salvation Army chap and the nice lady who collects donations in envelopes
for a number of good causes, who I don't object to at all? How would they
be distinguished from aggressive charity collectors (clipboards, tabards
and direct debit forms etc), who we haven't had yet, but we did get when
we lived in Chesterton.
How would an exercise like the parish plan questionnaire be affected if
Milton was a no cold calling zone?
