As I understand it the main issue is that the meter cupboard is *your* 
property and they would have to open that to see the meter. In law 
there's a big jump between implied right of access, which you give 
pretty much everyone by having an unlocked gate and a path to your front 
door and starting to use keys to gain access to locked cupboards.

Whatever. Door-to-door salesmen: just say "no".
