It's a mystery.

Under the current contract Cambridge Mencap pay a fixed fee to the 
council. So any additional expenditure in the cafe goes to Cambridge 
Mencap. Their contract ends on 31/3 and SCDC are out to tender for a 
replacement but as the web site says unless the basis of the contract 
changes it will still be a fixed fee rather than a percentage so the 
same situation will apply.

What Vicky may be hoping is that by talking up the "buy an ice cream" 
part she SCDC can then negotiate a better fixed price with bidders. Or 
perhaps SCDC are being radical and looking for a percentage of gross, 
but they weren't keen on that option before.
