As far as I remember, the banks are just around the lake, not the access
channel to the lake.  The reason for them is otherwise the lake wouldn't
meet certain competition standards as it would not be sufficiently
protected from wind, which is apparently a requirement of elite rowing -
it's only an outdoor sport after all, so they can't have the elements
interfering.  So they are not to keep the water in, but to keep the wind
out.

The banks are very high - we reckoned the height of at least a three
storey building, which from a landscape and environmental point of view,
the Council appear to have overlooked.
