I really wish that were true Caroline. Many drivers are sensible and safe
and will indeed drive in compliance with the posted limits. Unfortunately,
the impact on those who presently choose to drive at speeds significantly
greater than the posted 40 may slow down a bit - but probably nothing like
10mph. So, the benefit is *relatively *small. Finding ways to increase
compliance generally and approaching the problem as a whole is likely to
have more impact on the overall traffic and bring much greater benefits in
my opinion.
