I today asked questions about both issues. I got the attached from SCDC
which is claimed to have been sent out 19 Sep 08. Did you get it?
This is what I was told:

The first issue concerning the odour from Premier Foods is currently being

investigating the problem and are in the process of putting in place a
number of measures to (hopefully) deal with the problem. The issues of odour
from the factory have also become complicated by coincidental odour problems

not responsible for or had no control over.
Please find attached an advisory letter that has been sent out to a number
of residents explaining the current position, although since writing further
developments have taken place. The finance has now been agreed and the roof
has been ordered as of 3rd October. Planning permission will be required for
this very large structure and it was expected an application be submitted
around 10th October. The roof will have to be custom made, semi assembled
off site, transported to site, finally assembled and then "craned" into
position. It is expected there would be a lead-in time of approx 8 weeks
from ordering and this is outside the control of Premier Foods.

I have spoken today to the GM at Premier who confirms the above and
apologises for poor community relations. He has agreed to meet me on
Wednesday.
I am asked to talk to Anglia Water about the other issue which I have just
done. The guy I spoke to there 'will check and get back to me'.

Hello Everyone,
Many of you will have experienced the very unpleasant odours which have
affected parts of Histon & Impington over the last few months, certainly
since June 2008, possibly before then. This smell can only be described as
sewage, and is extremely obnoxious and nauseating at times.
The main areas that have been affected by this smell are:-
New School Rd, Home Close, Merton Rd, Shirley Rd, Somerset Rd and Manor Park
(all in Histon). Other roads may also have been affected, but these are
the only ones I am aware of.
This would indicate that the smell is possibly originating from Premier
Foods, (the old Chivers site).
Myself and others have been in communication with SCDC environmental dept
about this, since early July. SCDC did respond with a very lengthy,
technical explanation on 9th July, but here we are some three months on, and
the smell is persisting.
District Councillor Mike Mason has also been "on the case" on behalf of us
all, working very hard and is continuing to do so, but we do not seem to be
getting anywhere so far.
SCDC Environmental health dept. do require help from us Histon/Impington
residents, which is to monitor the smell, taking note of dates, times etc,
when the smell is at its worst, weather conditions & wind direction. I have
some copies of the forms provided by South Cambs. Environment dept.
Brian Heffernan or Nick Atkins at South Cambs. District Council,
Environmental Health, Cambourne, Cambridge CB23 6EA are the gentlemen who
have been dealing with the situation.
Recently I've been made aware that someone who lives in New School Rd is
trying to get this information from the residents of that road, by dropping
notes through letter boxes, but I don't know who that person is.( is it you
? if so please get in touch.) We all need to get together, as there is
"strength in numbers", as the saying goes. The more of us who complain to
SCDC, and provide the information they require, the more chance of getting
the problem solved. We don't want legal action taken, we just want the
nasty smells to stop please, and do not want to spend another Summer like
this last one, having to go inside and shut all doors and windows when we
should be outside enjoying our gardens etc!
Currently our villages do have a broken sewage pipe which is being dealt
with by the water company, which is why the tankers are working
continuously, keeping sewage levels down, however, I am informed that this
is not connected to the unpleasant odours we have/are suffering during the
last few months. I await any comments please, we need your help !!
